Love Leicester Smart Phone Application for Issues and Information Sharing
Overview
Leicester City Council is inviting tenders from suitably experienced suppliers to provide an engaging smart phone application and associated website.
Background
This purpose of this project is to provide an engaging smart phone application and associated website to the Council’s customers. The main purpose of the app is to facilitate the accurate and timely reporting of problems to the Council. However, we would also like this application to be more useful and engaging. To this end it will also provide access to Council information – particularly that which can utilise the key features of smart phones – such as location awareness. In addition, this application shouldn’t just be about problems, it should also allow people to share the good things that they like about Leicester.
Goals of the Project
The application will have the following goals.
Customers will be able to take pictures of problems or things they like about Leicester and report these to the council (collectively referred to as “issues” from now on). Where possible, the report should include a photograph, the location, a category or tag and a description of the issue. Issues could include:
o Potholes
o Graffiti
o Fly tipping
o Streetlights not working correctly
o Environmental issues
o Problems in Parks
o Things people like about Leicester could include:
o Architecture
o Festivals
o Shops, hotels businesses
o Jobs well done
o Cycle lanes
o Safe pedestrian routes
o Attractive open areas
o Active Citizens
o Issues people have resolved themselves (I cleaned Leicester)
o Council staff will be able to follow-up the problem and add further photos – ideally of the cleared up problem
The smart phone application should include a configurable display of local information such as:
o Planning Applications
o Scheduled Bus Times
o Road Works
o What’s On citywide listing for today or nearby within the next month
o A-Z list
o Car Park Spaces
o Jam Cams
o Congestion
o Democracy Information
o Council Tax Band
o School Catchment Area
o Council Information
o Where’s my nearest
o Emergency Info
This must be configurable from both the user and Council perspective. It should be easy for the user to choose what information is displayed on their map and easy for the Council to add or remove data sets that can be displayed on the application.

• Provide a facility for users to feedback on events
• The application should be available on a wide base of smartphones – including these operating systems: Blackberry, Apple, Windows and Android
The contract will be for two (2) years with the options to extend for 1 + 1 years at the sole discretion of the Council.

The contract for this requirement will be in accordance with the Council’s Terms and Conditions as detailed in the tender documentation.

This tender will be conducted electronically through the Council’s online tendering system.
