Description of the contract

The Transparency of Lobbying, Non – Party Campaigning and Trade Union Administration Act 2014 has established the requirement to publish a statutory register of consultant lobbyists on which those who lobby on behalf of a third party will be required to disclose the names of their clients and to declare whether or not they subscribe to a relevant code of conduct. We need a digital register that allows for effective and secure registration and payment by lobbyists, streamlined business processes for the organisation and a lobbying data to be transparent and available online. Ministers have asked that the register be created by the first quarter of 2015. This project has ERG spend approvals to complete discovery. The project team will then need to present the outputs of discovery to the spend approvals board, including any prototypes that are created, before seeking approval to move into alpha. The required technology for the service has not yet been defined – this will be subject to analysis undertaken within discovery. Suppliers are expected to assess, as appropriate, options including open source and reusable components, packaged and build solutions. The solution options analysis will also need to be presented to the Cabinet Office Digital and Technology Team for approval to proceed with the recommended technical solution. REQUIRED OUTCOMES The required outcomes for the online register include but are not limited to: • Consultant lobbyists as defined in the Transparency of Lobbying Act (2014) to apply to register and provide details of their organisation and their clients, • Registrants to be able to make a secure online payment for joining the register as well as for annual renewal payments • Registrants to make quarterly information updates about their clients in the previous financial quarter, ? Financial and sensitive data will need to be secure. It is assumed that registrants will need to login to submit data. • Office staff to administrate the registration and information update processes by moderating submitted content • Presentation of this information in a transparent and searchable form which can be accessed by members of the public, ? users should be able to find content based on different parameters such as date, lobbyist and client Please note that this service may have usage peaks especially around the initial stages of its launch.
