Hackney Learning Trust (HLT) is seeking a suitably qualified and experienced provider to develop a mobile application (the Language App) to overcome early barriers to educational progress arising from limited or delayed vocabulary, comprehension and early phonology. The Language App would be made available to all children aged 3-5 years across the UK.
HLT wishes to appoint a single provider and the contract term will be a maximum of 4 years, commencing in April 2016.
The Language App will be developed using a phased approach, comprising pilot, full development, launch, and on-going maintenance phases. At present, funding is only available for the pilot phase.
The pilot phase will be targeted at the development of a prototype app that can used to evaluate educational benefit and inform decisions around progression to the full development, launch and maintenance phases. Further development of the Language App will not progress unless the full development phase is green lit.

The Language App will be developed using a phased approach, comprising the following stages at these anticipated timescales:
— Pilot phase (April 2016 — December 2016);
— Full development phase (April 2017- February 2018);
— Official launch (March 2018);
— Post launch maintenance and support (April 2018 — March 2020);
At present, funding (up to 80 000 GBP) is only available for the Pilot phase. Further development of the Language App will not progress unless the full development phase is green lit.
