VI.3)Additional information

1. The Council have a need for a new primary school in Putney and to meet this requirement they have acquired the site of the former Putney Hospital. The Council have submitted a planning application for the development of a new primary school (two form entry – 2,588 sq m GIA) and a the residential block for 24 private units (the planning application contains no affordable housing units). The Council want to identify a partner through this OJEU process who will enter into a development agreement for construction of the school and the flats. The freehold of the school site will be retained by the Council on completion and the school will be run by an Academy Trust. A new 160 year ground lease of the residential site will be granted to the developer who will be free to dispose of the flats on market terms with the proceeds of sale accruing in full to the developer. The Council envisage that the proceeds from the sale of the flats will contribute to, or fund completely, the construction of the school but recognise that the developer will require a return on their investment to reflect the risks associated with the project. The Council estimate that the construction cost of the School and external works (including associated landscaping to the Common) could be in the region of £7.2m. This sum is for guidance only and the Council does not warrant its accuracy. Shortlisted Applicants will need to satisfy themselves on the actual construction costs in due course. The Council must have the school built by April 2015, but the Council will positively welcome proposals for accelerating the programme to give occupation of the school at an earlier date providing this does not result in a cost penalty and reduced premium.

4. It is anticipated that the Invitation to Tender (ITT) will be issued to shortlisted applicants on or around 1.6.2012. The Council reserves the right to vary these or any other procurement timescales or arrangements.
4. The Council proposes to host a Bidders Day on 13.4.2012 to present further information about the scheme. Applicants who wish to attend the Bidders Day must express their intention in accordance with the procedure set out in the PQQ.
