Hull City Council is seeking an investment partner to facilitate the immediate development of the former Maternity Hospital site in the City of Hull as a high quality business park. It is anticipated that the site will contain a high proportion of office based operations, particularly those engaged in research and development activities, as well as clean, light industrial activities. Hull City Council offers developers the opportunity to design and deliver (and either part or wholly finance) the development of the whole site in a high quality speculative first phase followed by development of the whole site. Please note: This contract has previously been advertised under OJEU Notice Ref. 2012/S 106-176517 as a Works (Construction) contract. Suppliers that completed responses to the first Notice (i.e. by completing the Pre-Qualification Questionnaire documentation) will automatically be considered for this opportunity (advertised as Services), and there is no need to re-apply for or to re-complete PQQ documentation. All other interested suppliers will need to respond to this Notice.

Information and formalities necessary for evaluating if the requirements are met: All participating suppliers are required to register on Hull City Council’s supplier and contract management system (SCMS Alito), accessed by web link https://scms.alito.co.uk. The selection of shortlisted suppliers for the tender stage will depend upon evaluation and scoring of the details provided in, and with, the pre-qualification questionnaire submission.

Section IV: Procedure
Justification for the choice of accelerated procedure: The project is subject to European Regional Development Funding which is time-limited. There is an imperative to be in a position to be able to select a successful partner organisation by 28.9.2012, and to achieve this, the accelerated restricted procedure has been used for this Services notice.
Objective criteria for choosing the limited number of candidates: Pre-qualification questionnaire submissions will be assessed on a number of Threshold and Quality Assessment questions. The quality assessment question responses will be scored. The suppliers scoring the highest marks will be shortlisted for the invitation to tender stage. It is likely that the Council will restrict the maximum number of suppliers invited to tender to no more than 5 on this basis.
