There are a wide variety of economic strategy documents relating to the geographies that make up the HOTSW area, at district, county and unitary authority level. The LEP itself has distilled much of this information, to inform the development of its Strategic Economic Plan (SEP), which analyses the strengths, weaknesses and opportunities in the local economy and where further support may be required. All local authorities work closely with the LEP to try and ensure that the work to support the local economy is well coordinated, structured and makes sense to residents and businesses. When considering the business support needs of the area, it is important, therefore, to ensure that whatever is put in place takes account of local needs in each area, but also the strategic approach developed by the LEP and its partners. Further details of the analysis and conclusions carried out by the LEP into the business support needs of the area are outlined within the tender documentation, and this has been used to inform the development of this tender framework, alongside local knowledge and intelligence of business needs.

II.2.1)Total quantity or scope:
DCC is looking to establish a framework to deliver Business Support for Devon. This framework will also be available to Somerset County Council, Members of the Heart of the South West Local Enterprise Partnership (HotSW LEP) and the Devon and Cornwall Procurement Partnership.
Period of Contract: Initial 24 months with option to extend for a further 24 months (2 x 12 months).
The ultimate award decision will be based upon assessment of the ‘Most Economically Advantageous Tender’ (MEAT). This will be evaluated against responses to questions detailed in the ITT document. The Authority reserves the right to accept a tender either in whole or in part or not award at all.
Providers promoted to the framework must:
— Have achieved an evaluated score threshold of equal to or over 60 %;
— Be able to deliver an hourly rate not exceeding 80 GBP;
— Comply with the stated expenses policy;
— Be able to supply to the geographic area which they have stated they will cover.
Operation of the Framework Agreement (Lots 1-5):
The successful provider (s) shall be admitted to a framework agreement. The call off element of the Framework Agreement shall be activated when the Authority or their Authorised Representative raises a call off order for an individual support package (each call off order being a contract in its own right). Any specific requirements for any support package shall be annotated in the call off order.
Only direct face-to-face hours will be charged to the project as the hourly rate will include all time for management costs, direct support to businesses, travel time, etc.
The hourly rate will be paid as per the submission for the tender but must not exceed 80 GBP.
Bids received in excess of the stated Indicative hourly rate may not be considered.
The framework will be operated on a minicompetition basis with providers being asked to submit bids to fulfil any intervention on a competitive basis. The authority also reserves the right to make a direct award to an elevated provider or approach the open market directly without offering the intervention through the framework where it considers that an intervention requiring a specialist qualified professional or falls outside the scope of the framework.
