Main site or location of works, place of delivery or of performance: The Learning Partnerships are looking for suitably qualified cleaning contractor for the daily, weekly, monthly, quarterly, 6 monthly and annual cleaning requirements to the Learning Partnerships within the specified Teign Valley and Newton Abbot group of schools.

Total square metreage for the sites is circa 10 000 sq mtrs in each of the partnerships but a more detailed indication of this will be included in the Invitation to Tender.
The schools are seeking a service provider who can provide a first class service. They are seeking a successful bidder who shall design a service delivery solution that will be expected to manage/change the current service levels and deliver to the schools contract improvements over the life of the contract.
The Lots identified below will form the basis of the tender process and bidders may bid for 1 or all lots as they require. However the preference may be to have one provider for all Lots dependent on final scope.
Lot 1: Newton Abbot Learning Community.

Lot 2: Teign Valley Learning Community.

Description of these options: The initial contract is for 3 years with scope for extensions for a further period or periods of any duration, but in any case, the total duration of any extensions shall not exceed 24 months from the last day of the initial contract period.

Section III: Legal, economic, financial and technical information

(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;

(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organization, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.

The Contracting Authority shall not be under any obligation to accept the lowest tender or any tender. The Contracting Authority reserves the right to cancel the entire or parts of the tender, without such an action conferring any right to compensation on the Tenderers.
The Contracting Authority has no liability to settle any cost incurred by the tenderer as a result of the tendering procedure.
