Central Procurement Directorate is a directorate within the Department of Finance and Personnel for Northern Ireland [DFP (NI)] (the Authority). The role of Central Procurement Directorate is to develop and establish the policy framework for best practice public procurement across the wider public sector in Northern Ireland.
Currently the Centres of Procurement Expertise (CoPEs) and approximately twenty other bodies involved in publically funded procurement in Northern Ireland utilise e-SourcingNI for certain e-Procurement requirements.
In light of the approaching conclusion of the current CoPE, e-SourcingNI contract, the Authority anticipates awarding a contract for the provision, hosting, management and support of e-Procurement; sourcing and management functionality, as a ‘managed service’, with secure controlled access to the system via the web / internet. The service will be required to be available for use by any publically funded NI organisation, or organisation which undertakes or supports any publically funded NI project.
The Contract Period is anticipated to be for an initial period of 7 years, with options to extend annually for up to a further 3 years.
The Authority currently anticipates; Contract Notice publication – December 2012.
Contract Award – April 2013.
System Go Live – October 2013.
The purpose of this Prior Indicative Notice (PIN) is to forewarn interested service providers of this anticipated requirement.
This notice is not part of any pre-qualification or invitation to tender exercise and no response from suppliers is being requested at this time.
The Authority expressly reserves the rights:
1) Not to proceed with the anticipated procurement process outlined in this Prior Information Notice;
2) To make whatever changes it sees fit to the content and structure of the anticipated procurement;
