II.2.4)Description of the procurement:

The Department of Health and Social care intends to run a procurement exercise to award a service contract or contracts to a small number of national wholesalers, operating as Third Party Logistics (3PL) providers, to distribute a range of products (products to be detailed in the procurement documents) to hospitals and associated defined locations across England. The service may or may not be required as this is part of a contingency plan that will only be activated when certain conditions are met. If the service is required, the requirement will be for storage and then delivery of any type and volume of product, within between 24 hours to 7 days, to a variety of destinations across England. DHSC anticipates awarding the contract to 2-3 suppliers provided national coverage with a sufficient number of distribution points can be met but dependent upon need. Suppliers must have a geographical spread of depots to satisfy demand up to twice per day to the hospitals and associated defined locations in England and the Channel Islands when required to do so. DHSC’s preferred option is to award the contract to two suppliers but a third supplier may be contracted with, should comprehensive national coverage and distribution points not be met sufficiently with two suppliers.

The Covid-19 pandemic response has given rise to an urgent need for the authority to create a stockpile of medicines suitable for use within intensive treatment unit and end of life environments based on the usage experiences during wave one and the subsequent (second) wave) of the virus. The authority must be in a position to treat the population as required in the event of the Covid-19 outbreak escalating suddenly. Due to the unpredictability of the virus, the authority does not have sufficient time to comply with the standard open procedure time scales for this procurement. The authority considers this to be a state of urgency which it has duly substantiated. Accordingly, the authority is using accelerated time limits as permitted under the Public Contract Regulations 2015 (Regulation 27(5) for the Open Procedure) in respect of this procurement.

Responding to this notice: suppliers who do not respond to this procurement exercise in the following manner may be disqualified from the procurement process provided that the following conditions will operate in addition to and not replace any other conditions stated in the procurement documents which may result in disqualification.
