Description of the contract
The Fire and Rescue Incident Recording System (IRS) is an electronic data collection system used by all 55 Fire and Rescue Authorities (FRAs) across GB (there are 46 FRAs in England and the system is also used by Scottish and Welsh FRAs since it came into service in 2007). It is the primary data system for both Government and FRAs recording details of all fire and rescue incidents attended, using consistent national definitions and in-built validation which ensure comparability. Having been in operation now for 6 years the IRS is in a position where its current component technologies are becoming ineffective, obsolete and in some cases unsupported, constraining the systems flexibility, adaptability and performance which has an impact on both DCLG and FRAs as users. Potential Providers are required to propose and price on the basis of the entire project from Discovery through to Live and ongoing support. Rates proposed for each Phase will be required to be fixed for that Phase throughout the whole project. Design, development and successful testing of a replacement system that provides improvements to functionality, security and stability to both DCLG and FRA users through delivering against all ‘must’, ‘should’ and ‘could’ requirements.
