Description of the contract

The intent of this proposition is to redesign and rebuild DVLA’s Driver and Vehicle Enquiry services to take advantage of Open Source developments and Cloud hosting, as part of the Agency’s transformation. The proposed developments will enable delivery of the Red Tape Challenge commitments to abolish the Driving Licence Counterpart, Suppress the V5C document for vehicle Fleet managers during 2014 and to facilitate a reduction in cost of delivering all data enquiries. Our aim is to make the DVLA digital enquiry service so good and convenient, that users choose them in preference to all other channels. The scope of this work includes but is not limited to: • Delivery of further enquiry services using the IEP driver’s database. This will include the Share My Driver Record service and migration of existing services. • Establishing a new vehicles enquiry database in a Cloud environment • Building vehicles enquiry services to use this new data base. This will include a View Vehicle Record service, Vehicle Validation, and migration of existing enquiry services. • Establishing a team to manage continuous development. As services are delivered, they will maintain and build upon these to meet our users changing needs.
