Description of the contract

Leicester City Council (the Council) is inviting tenders from suitably qualified and experienced organisations wishing to tender for the provision of Direct Payments Support Services. The Council wishes to establish Framework Agreements, with up to six organisations for the provision of Direct Payments Support Services. Following the evaluation of the Invitation to Tender submitted tenders, any tender that is accepted will be awarded to the most economically advantageous tender in accordance with the tender award criteria. It is Leicester City Council’s intention that up to six of the highest scoring tenderers scoring above 65% overall in accordance with the tender award criteria, will be awarded the Framework Agreement. The requirement is for each organisation awarded the Framework Agreement to provide the following Services: • Initial Support and Set Up • Recruitment and Selection Support • Payroll Services and Employment Advice • Managed Accounts Leicester City Council is undertaking an open tender process in line with Competitive Contract Notice Part “B” Services. The Framework Agreement will initially be for a period of 2 years, anticipated to commence on 01 April 2014, with the possibility to extend for a period or successive period of +1 +1 years at the sole discretion of the Council. Services will be called-off from the Framework Agreement during the period of the Framework Agreement. The Council anticipates that during the period of the Framework Agreement (2 +1 +1 years, total of 4 years) the approximate value of the services to be called-off is £2,630,000. Tenderers are advised that in certain circumstances, when the Framework Agreement is utilised, it is the preliminary view of the Council that Transfer of Undertakings Protection of Employment (TUPE) Regulations 2006 is unlikely to apply in respect of staff supplied under the current arrangements if there is a transfer of the contract to a new contractor. However, it is the existing provider’s view that TUPE will apply to this contract. Applicants are strongly advised to obtain professional advice about TUPE and pensions.
