The key objective will be to provide an advice service which ensures people have information about their housing options and where the choice is made to enable older people, people with disabilities (including children) and those on low incomes to remain living in their homes safely, securely and independently. Support provided will be delivered to people in their own home, regardless of tenure type (other than our own properties, which will be provided directly via the Councils contractors).
The services to be provided would include:
– Information, advice and guidance, including administration of grant applications, test of resources and income management advice/benefit checks,
– Advice about housing options and other support/housing schemes plus sign posting as appropriate to schemes such as equity release,
– OT assessments,
– Scheme design and project management,
– Decent Homes assessment and appropriate signposting.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

The Pre-Qualification Process
This tender is a 2 stage process and you will only be invited to tender if you have successfully passed through the Pre-Qualification Questionnaire (PQQ) stage. If you wish to be considered as a tenderer you must complete and submit a completed PQQ via Tenderbox by 12.00hrs on 22.2.2013 PQQs cannot be uploaded after the closing date/time. Any supporting documents should be cross-referenced to the relevant question. If the Council requires further information concerning your application form your Organisation will be contacted.

Step 3: Uploading Your Completed PQQ
Once you have completed your PQQ for this Tender exercise you must then ‘upload’ your completed response in to the Tenderbox (Tender Access Code 35EDX7ZYBS)
Please make sure you have submitted your completed PQQ to the correct Tender Access Code, the Council will not be held accountable for any errors made by a tenderer in submitting your completed PQQ.
