Description of the goods or services required

East Ayrshire Council requires a framework agreement with up to 3 Service Providers for the production of Domestic Energy Performance Certificates (EPCs) for Council Owned Houses and Flats when required, ie which will be surplus to the capacity of the Council’s own staff carrying out the work. The top ranking Service Provider will be asked to produce the EPC(s) when required and within set timescales.

Domestic EPCs are required for all Council Owned Houses and Flats where there is a tenancy change or prior to the Sale of Council Homes under right to buy.

The Framework will be for a period of 3 years plus two one year extension options.

Approximately 500 per annum, however this is only an estimate based on the Council’s requirements during 2011/2012 and future quantities cannot be guaranteed.

Additional Information

All tenderers expressing an interest will be invited to tender. Expressions of Interest must be made via the Public Contracts Scotland website – this will be conducted as an eTender, therefore tender documents must be downloaded, completed and uploaded again via the Public Contracts Scotland website. Expressions of Interest and downloading of documents must be made by 12 noon on 23 July 2012 with tender submissions uploaded by 12 noon on 26 July 2012 – no late expressions of interest can be accepted.

No late tender submissions can be accepted and tenderers must ensure they allow sufficient time to upload their submissions via the website in case there are any technical problems. Public Contracts Scotland helpdesk must be contacted immediately if there are any problems, and in any event before the deadline of 12 noon.
