The London Borough of Merton (“the Council”) is inviting tenders for 2 lots:
Lot 1: to provide an innovative Independent Domestic Violence Advisor (IDVA) service to support service users experiencing domestic violence and abuse. The service will ensure access to legal, practical, emotional and financial support, as well as risk interventions.
Lot 2: to provide housing related support services for victims of domestic violence and abuse in the form of a women’s refuge service.

The objective of this contract is to set out the requirements for the effective delivery of the Independent Domestic Violence Advocate service which forms part of LB Merton’s domestic violence and abuse (DVA) services across the borough. The service aims to achieve better outcomes for vulnerable adults working closely with the victim and social care colleagues where children are at risk from harm caused by DVA and any associated harms emanating from areas such as parental substance misuse and or mental health.

II.2.4)Description of the procurement:
The objective of this contract is to set out the requirements for the effective delivery of a Women’s Refuge service which forms part of LB Merton’s Domestic Violence and Abuse (DVA) services across the borough. This service will support those at risk of domestic violence who may also experience a range of complex needs, and require support to enable them to sustain their accommodation. The service will provide an advocacy and support service for women and children at risk of domestic and sexual abuse. The service will aim to prevent homelessness and address the needs of women and children at risk of harm to secure their safety. This will be achieved through a range of services including advice, advocacy, housing related support and signposting to other specialist community and statutory services as necessary.
