Description of the contract

Westminster City Council is the local authority serving the heart of London. The City of Westminster stretches from Pimlico and Victoria in the south through the West End, Marylebone and Bayswater to Paddington and Queens Park in the north-west. The council employs approximately 3000 staff who are based in various departments. Approximately 1000 employees are located in or very close to our main office Westminster City Hall on Victoria Street. Other employees are dispersed over a large number of locations almost all of them within the City boundaries. The City Council is tendering for 35 units of Refuge Services for Women and their Children at Risk of Domestic Violence. The Services include the provision of childcare and a domestic violence outreach service to be managed as part of the refuge provision. The contract will commence on or around 23rd June 2012 for a period of three years with annual break clauses and will be tendered for through an open tender process. The City Council is inviting interested organisations to tender for the provision of Refuge Services for Women and their Children at Risk of Domestic Violence including the provision of childcare and an outreach service. This opportunity has resulted from the existing contractor no longer wishing to provide the service due to a change in its strategic direction. In officer’s view the service currently runs well. Domestic Violence is a significant driver of homelessness in Westminster. The effective provision of services, advice and support, emergency and acute services, refuges and safe accommodation is one of the main priorities of the Violence Against Women and Girls Strategy Action Plan. The purpose of the services is to provide housing to women including those with children fleeing domestic violence as well as providing them with the life skills and networks to prevent them from returning to or entering into new abusive relationships and enable the women to live independently. Through the provision of childcare the services will work with the mothers to develop links with local services providing early intervention support in order to minimise the damage caused by domestic violence. The outreach service will be available to women who have left a violent relationship and are no longer considered to be ‘high risk’ but who are still vulnerable due to the after-effects of the abuse they have endured. The service will be available to women regardless of tenure including women placed in temporary accommodation out of the borough by Westminster’s Housing Options Service. It should be available to single women and those with children.
