Description of the contract

Cardiff Council is seeking to appoint a Support Service Provider for Victims of Domestic Violence and their Families Living in designated Flying Start Areas in Cardiff. The initial contract is for a period of two years, however an option to extend for one year and a further year is included. This will be dependent on funding and the performance of the appointed organisation, future commissioning plans and strategies.


Due to high numbers of female victims of domestic violence living in Flying Start areas in Cardiff a service is required to provide additional support for the victims and expert advice for Flying Start staff. Flying Start is a comprehensive early year’s programme introduced by the Welsh Government (WG) in 2006. Its central objective is to improve outcomes for children, both in preparation for school and in the long term. Further information on the Flying Start programme is available on

The maximum amount of money available for this commission is £40,000 per annum. The initial contract is from April 2013 until March 2015 (total £80,000). An option to extend for an additional year to March 2016 and a further year to March 2017 is included. If an extension option were exercised, the maximum funding available would also be fixed at £40,000 per annum. Any extension is subject to the funding being available to the council, the provider’s performance and future commissioning plans and strategies.

It should be noted that the Council will consider viable bids under the maximum available funding.
