- The Council wishes to set up a framework agreement for the provision of a high quality, manageable and sustainable Domiciliary Care service that is focused on better outcomes for people in receipt of care providing improved quality of care services and value for money.
The aim of the Framework is to build capacity in the domiciliary care market, ensure good quality recruitment, consistency of staffing and punctuality of provision, which will improve quality of and satisfaction with, the Service from the Person’s and Parent Carer’s point of view.
The Council aims to develop a partnership approach to the delivery of the Service. This will require open dialogue between Framework providers and the Council to ensure its success. All Framework providers will be working together with shared aims and goals.
It is anticipated that the provision of domiciliary care within North Yorkshire will be implemented in 3 phases. The phases relate to factors including but not limited to: area, hours and market.
This procurement is in respect of Phase 1 only.
Further information relating to phases 2 and 3 has been and will continue to be released when available. The Council will ensure that the market continues to be informed throughout the project by way of market briefings.
The aim of Phase 1 is to appoint three providers per area for the urban areas of Harrogate, Scarborough, Selby. The proposed Areas are based upon population centres and transport links.
