The contract is to run from 1.11.2015 for a period of 3 years with the option to extend for a further period of up to 2 years at the sole discretion of the Council.
This tender is divided into three lots:-
Lot 1 — Tenants at Reeve Court.
Address of premises: Reeve Court, 52a Staplers Road, Newport, Isle of Wight, PO30 2DE.
Reeve Court is a supported living service offering a home to a group of five individuals who have severe learning disabilities and complex needs including physical disability, communication difficulty, sensory disability, autism and behaviour which challenges services. The individuals are currently living in three one bedroom flats and one two bedroom flat. The flats have spacious grounds and a communal area for group activities where appropriate and there is office space on site.
The successful provider will be expected to provide outcome focussed person centred domiciliary support to this group of individuals. The provider will be required to pro-actively support these complex individuals with all aspects of daily living and support them to experience meaningful activities both in the community and within their own home.
The successful provider will be expected to supply one member of staff to each of the four flats throughout the day with shared care at night, some extra staffing may be required for 2:1 support dependent on assessed need.
Lot 2 — Tenants at Westhorpe.
Address of premises: Westhorpe, 96 Carisbrooke Road, Newport, Isle Of Wight, PO30 1DB.
Westhorpe is a large detached residence, within easy walking distance of Newport town centre which offers people with a learning disability the opportunity to live an independent lifestyle within a communal setting.
The successful provider will be expected to provide outcome focussed person centred domiciliary support for up to 10 services users living in ten individual bed sits in a large detached residence who require 24 hour domiciliary support. These service users have a learning disability, and additional support needs including, autism, physical disability and dementia. The provider will be required to support these individuals with some aspects of daily living and to promote the opportunity to live a more independent lifestyle within the community and within a supported living setting.
The provider will provide one staff member 24 hours per day to provide this support and also up to 5 hours per day additional support for personal care, meal preparation and other household tasks.
Any additional needs that the service users may have will be provided via a personal budget negotiated with the individual and their social care practitioner and does not form part of this contract. This may be delivered by the successful provider if selected by the service user but this cannot be guaranteed and will not form part of this contract.

The provider will be required to support these individuals with some aspects of daily living and to promote the opportunity to live a more independent lifestyle within the community and within a supported living setting.
The provider will make available one staff member to sleep in and staff to provide up to 10 hours domiciliary/community support per day to be used flexibly across the week to meet the needs and aspirations of the service users dependent on assessed eligible needs which will include personal care, meal preparation and other household and community tasks.

For all Lots:
The Council requires the Provider to:
(a) provide services to support Service Users remaining as independent as possible within their own homes appropriate to their individual circumstances, their prevailing state of health and their personal aspirations;
(b) enhance the quality of lives of Service Users living with a Learning disability;
(c) provide a proactive, flexible and innovative service that can adapt a variety of approaches depending for example, on the Service User’s changing level of functioning and personal choice;
(d) use a ‘doing with’ rather than ‘doing for’ approach, enhancing and promoting Service User choice and personal autonomy embodying the principles of person-centred care;
(g) meet the needs of Service Users who present with complex health and social care needs;
(h) integrate the views of Service Users and carers into the Service, through developing local partnerships and involving Service Users in operational areas such as staff training and selection and quality assurance.
The overall expected allocated budget range, for all three Lots, is 5 880 000 GBP to 6 590 000 GBP for the total contract period (including the possible extension period).
This is broken down as follows:
Lot 1 — Tenants at Reeve Court.
Range: 2 865 000 GBP to 3 035 000 GBP.
Lot 2 — Tenants at Westhorpe.
Range: 650 000 GBP to 770 000 GBP.

If any tenderer considers that any information supplied by them is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. A schedule is provided within the ITT where potential providers can record and submit this information to the Council. In such cases the relevant material will, in response to FOI requests, be examined in light of exemptions provided for in this act.
Please note; it is the tenderers responsibility to ensure that they request the documents in ample time to ensure that they can be completed and returned, along with all supporting documentation called for, prior to the closing time and date.
Tenders can be submitted by completing an Invitation to Tender pack (“ITT”) which is to be returned by no later than 14:00 on 19.6.2015.
The ITT should only be requested by registering with the SEBP — www.businessportal.southeastiep.gov.uk Suppliers must either login and then express interest, or register first as a supplier, and then express interest through the portal.
The contract shall be made in English and according to English Law and subject to the jurisdiction of the English Courts.
Any values listed in this contract notice are indicative and are given for the whole contract period including the possible extension. The duration given in II.3 includes all possible extensions.
Although documents will be available up to the closing time and date for submissions, it is the tenderers responsibility to ensure that they request the documents in ample time to ensure that they can be completed and returned, along with all supporting documentation called for, prior to the closing time and date.
The date listed in section IV.3.4 is for the receipt of completed ITTs. ITTs received after the deadline (14:00 on 19.6.2015) will not be accepted.
The Council reserves the right not to make any award and reserves the right to accept all or part of any tender.
The Isle of Wight Council reserves the right to award all lots, any of the lots or no lots and reserves the right to award lots to one provider or each lot to separate providers depending on which is the most economically advantageous option.
The Council does not guarantee any volumes of work to be awarded under this Agreement.
Please note that the previous contract notice (2015/S 042-072411) was only for two of the three lots and that process has now been superseded by this notice which now has an additional Lot (Lot 3).
