Description

Leicester City Council is inviting expressions of interest from suitably qualified and experienced organisations wishing to tender for the provision of Domiciliary Support Services to be delivered to service users within the city of Leicester. The contract is for 4 years, anticipated start date 1 July 2013.

The services will be provided for service users who live in a variety of settings (for example, rented or owned accommodation, extra care schemes or live with family carers or friends). It is expected that all commissioned support will incorporate one or more pre-defined tasks for example, essential domestic task/activity etc.

The Council wants to provide domiciliary support services with the following characteristics:

? Users have a strong sense of being in control of their services
? Provision is able to respond flexibly to changing needs and issues on a day-by-day basis

The reason why the Council want to achieve this is because of:

• “Putting People First” a shared vision and commitment to the transformation of adult social care. Local systems are now redesigned around needs of the local communities and as such the Council must provide preventative, re-enablement and high quality personally tailored services.

• These services include mainstreaming Self-Directed Support encompassing Direct Payments, Individual Budgets, Individual Support Fund and outcome based domiciliary support services.

• Outcome focused services aim to achieve aspirations, goals and priorities identified by the service user, and will cover very different services e.g. taking people shopping.

There are four Lots to this contract:

Lot 1: Generic Domiciliary Support Services
This reflects the generic service provision at present. It should be noted that the Council does not determine “dementia” as a specialist condition and service users with dementia currently receive appropriate service packages from generic providers. This will continue under the new framework agreements. Up to 15 providers may be required for this Lot 1.

Lot 2: Specialist Domiciliary Support Services
The Council recognises that a number of service users have specialist needs and these will be identified by its care management staff through the agreed assessment process. A specialist service package can only be authorised by a Team Leader or Locality General Manager and will attract a higher hourly rate. Providers will not be able to determine a specialist package but will be able to request a service review in the usual manner. This service will respond to service users with the following issues for example:
• Significant mental health issues.
• Behavioural, Emotional and Social Difficulties (BESD).
• A dual sensory impairment.
Up to 3 providers may be required for this Lot 2.

Lot 3: Specialist Domiciliary Support Services – Acquired Brain Injury Domiciliary Support
Acquired Brain Injury (ABI) – This condition can only / will be identified/confirmed by the Council’s care management staff through the agreed assessment process. A specialist service package can only be authorised by a Team Leader or Locality General Manager and will attract a higher hourly rate. One provider is required for this Lot 3.

Lot 4: Generic Domiciliary Support Services Extra Care Set Up – Danbury Gardens
Danbury Gardens, is a purpose built extra care scheme in Leicester. The current landlord is required to provide suitable accommodation for an on-site domiciliary support provider. The provider for this service is required to provide a discrete domiciliary support service for people within the scheme. The Council intends to review its commissioning of supported living services, including extra care, over the next two years. Consequently, it cannot provide an undertaking that this service will continue in its current form beyond the length of this contract, that is, beyond July 2015. One provider is required for this Lot 4.

The contract is for 4 years, anticipated start date 1 July 2013.
