Description

ESPO, on behalf of Procurement Lincolnshire, is seeking to establish and manage a dynamic purchasing system (DPS) for the provision of planning, regeneration and infrastructure consultancy services.

Procurement Lincolnshire is a Shared Service Partnership between all eight local authorities in Lincolnshire. The members are: Boston Borough Council, City of Lincoln Council, East Lindsey District Council, Lincolnshire County Council, North Kesteven District Council, South Holland District Council, South Kesteven District and West Lindsey District Council. Whilst the DPS will be open for use by all eight partner authorities, it is intended that Lincolnshire County Council shall initially utilise the DPS upon its commencement, with the other authorities making use of the system in the later stages of the year.

In light of the wide supply base that Procurement Lincolnshire currently utilises for its niche and specialist consultancy requirements, the prime purpose of the DPS is to provide access to an open and refreshable list of approved consultants. It is anticipated that the operation of the DPS shall furthermore help to stimulate appropriate supply chain competition and reduce barriers for SMEs and local suppliers winning Procurement Lincolnshire’s business.

To enable Procurement Lincolnshire to meet these objectives, the DPS shall remain open for its entire duration to any consultant which satisfies the criteria published in the invitation to submit an indicative tender documentation and who presents an offer in accordance with the DPS specification. Full details on how consultants can apply for admittance onto the DPS, including the criteria which they need to comply, can be found by registering as a supplier on the ESPO Sourcing Portal Website (https://espo-esourcing.eurodyn.com/epps) and downloading the relevant documentation from the ‘current tender opportunities’ area. To enable suppliers who wish to register on the ESPO Sourcing Portal Website, guidance may also be found on the ‘current opportunities’ area of the main ESPO website (www.espo.org).

Please note that any consultant which does not pass the criteria published in the invitation to submit an indicative tender documentation will not be admitted onto the DPS and will be notified accordingly. For any consultants so excluded on this basis, there will however be an opportunity to re-apply for admittance onto the DPS, provided that the consultant can subsequently demonstrate that the criteria can be met. For those consultants admitted onto the DPS, please note a regular assessment will be made on an annual basis (or at other intervals as may be required) to ensure that the criteria is maintained and adhered to throughout the duration of the DPS. Should any consultant fail to meet the criteria upon their re-assessment, then grounds shall exist to remove such consultant from the DPS.
Although the formal process to admit consultants onto the DPS shall commence on the publication of this notice, the DPS will not become fully operational (i.e. specific contracts will not be commissioned via the system) until the start of August. Full details on how the DPS will operate, including how consultants may apply for specific contracts commissioned under the system, can be found in the relevant documentation downloadable from the ESPO Sourcing Portal Website (see address above).
To reflect the main areas of planning, regeneration and infrastructure consultancy advice Procurement Lincolnshire currently seeks from its supply base, the DPS is divided into two lots: 1) Planning Consultancy and 2) Economic Regeneration and Infrastructure Consultancy. Further details regarding the lots and services covered under each of these can be found in annex b below. Depending on their specialism, consultants may apply for inclusion on one or both of these lots.

Please note that whilst there is firm commitment by Procurement Lincolnshire to utilise the DPS for their planning, regeneration and infrastructure consultancy requirements valued below £100,000, given that the use of external consultants rests upon internal business needs, no guarantees of business value or volume can be given. Nonetheless, given the magnitude of the aggregate expenditure previously spent on these consultancy areas, substantial volumes are anticipated.

The contracting authority considers that the DPS may be suitable for economic operators that are small or medium enterprises (SMEs). However, any consultants admitted on to the DPS will be based solely on the criteria set out for the procurement in the invitation to submit an indicative tender documentation.
To enable consultants to understand exactly how the DPS will operate, a brief demonstration of the system is being held on 18th July 2013 at the Think Tank Building, Ruston Way, Lincoln, LN6 7FL. As the purpose of the demonstration is to show the DPS in action, there will be no presentation or overview of the documentation given; there will therefore be an expectation that attendees will have read the documentation prior to attending. Please note that attendance at the demonstration is not mandatory and will have no bearing on decision whether to admit consultants onto the DPS. A summary of all the questions posed and answers provided will also be drawn up following the demonstration and shared with all consultants via the ESPO Sourcing Portal. Should any consultant wish to attend the demonstration, you must register your interest in advance by emailing procurementlincolnshiredps@espo.org. Dependent upon the level of interest, places may be limited and will be allocated on a first come first served basis, with only one person per consultancy practice permitted to attend. Confirmation of your attendance and details of the venue will be provided upon registering an interest.
