II.1.5)Short description of the contract or purchase(s)

NHS National Services Scotland [NSS] is seeking the services of a primary solution provider for an E-Learning Management System [eLMS] and Services with an e-Learning catalogue. The eLMS will be required to fully integrate with the National HR system eESS: http://www.swiss.scot.nhs.uk/index.php/eess. The National HR system will provide the majority of the staff training record administration functionality. This will be a single supplier framework on behalf of the other Special and Regional Health Boards in Scotland with similar requirements.

The eLMS will be based on the requirements of NSS and NHS Education for Scotland [NES], Special Health Boards that deliver services critical to frontline patient care. These services support the efficient and effective operation of NHS Scotland (NHSS), enabling NHSS Health Boards to focus on delivering health improvement and person-centred care.
The Learning and Development [L&D] teams of the Divisions of NSS and NES provide a wide range of e-learning and workshop-based L&D courses to all staff within NSS and the wider NHS in Scotland. Due to this extensive remit, NSS and NES are responsible for delivering a number of learning modules to staff as ‘permitted users’, throughout all NHS Scotland Health Boards and partner agencies in order to meet statutory and regulatory requirements. NHSS currently employs approximately 200,000 staff.
The primary solution provider, with appropriate sub-contractor(s) if required, will meet the following scope:
1. Access:
(a) Hosting options;
(b) Web-based e-Learning Platform;
(c) Easily accessible (available outwith N3 Network, home device connectivity);
(d) Ability to link with National and local HR Systems;
(e) Ability to access education resources on digital/mobile devices;
2. e-Learning Platform:
(a) The e-Learning Platform will provide a gateway to an extensive range of pre-built, up to date, off-the-shelf quality eLearning courses provided through this contract;
(b) The e-Learning Platform will allow for existing authored/purchased content to be uploaded and accessed by NSS staff and other authorised users. The e-Learning Platform must allow for the addition of eLearning from other providers:
(c) The e-Learning Platform will provide authoring tool options.
3. Management:
(a) Document repository; allowing file sharing between users;
(b) Ability to build tailored programmes of learning.
4. Reporting:
(a) Record/track learner activity; data migration of existing training records;
(b) Deliver flexible and extensive reporting, monitoring and searching capabilities and real-time date.
NSS will call off a contract in year 1 of the framework; other Special and Regional Health Boards may call off contracts during the Framework term. This will be a Framework Agreement for 48 months with a mid point review.
