Kent County Council (the Council) is seeking to implement a Learning Management System (LMS) and e-Learning Modules.
In response to the Government’s Modernisation Agenda, district and borough councils are increasingly seeking to make a commitment to support working together as efficiently as possible. For the purposes of this contract, they will be referred to as ‘Kent Councils’.
Therefore the Council is seeking a primary solution provider with appropriate sub-contractor (s) to externally host a solution that will:
(a)support the management, administration, communication and marketing of training events with the ability to link with financial systems used by Kent County Council;
(b)the LMS will provide a gateway to training Events offered by Kent County Council and it’s partners to the Kent Workforce;
(c)the LMS will also provide a gateway to an extensive range of pre-built, up to date, off-the shelf quality e-Learning courses provided through this contract and allow for existing authored/purchased content to be uploaded and accessed by Kent Councils staff and other authorised users. The LMS must allow for the addition of e-Learning from other providers;
(d)the solution will host an e-learning platform to support e-Learning content added by Kent Council staff and purchased through this contract;
(e)provide an authoring tool
(f)deliver flexible and extensive reporting/tracking capabilities;
(g)currently the Event management functionality will only be required by Kent County Council. The e-Learning solution may be procured for other staff from up to 10 other Kent Councils. The named partners who may wish to take up these services include: Ashford Borough Council, Canterbury City Council, Dover District Council, Gravesham Borough Council, Maidstone Borough Council, Sevenoaks District Council, Shepway District Council, Swale Borough Council, Thanet District Council and Tonbridge and Malling Council. It is however anticipated further take-up of these services by other Councils and organisations may be achievable and the Kent County Council will actively market this Contract with the successful solution provider;
(h)provide training; data migration services; implementation and support and maintenance.
It should be noted Kent County Council will be the lead authority and will manage the contract on behalf of any Kent Council accessing this contract.
The contract term is 36 months with two potential extensions of 12 months to be exercised at the discretion of the Council.
