In November 2015, the Council appointed an improvement partner for Early Help to assist it in realising its ambitions to transform communities and build capacity through the delivery of the agreed Early Help strategy in addition to supporting the council to ensure that its internal services are able to offer a comprehensive 0-19 offer.

The initial phase of the project as enabled the Council to identify further improvements required to deliver its ambitious improvement programme and therefore is looking to appointed a provider that will be able to deliver the required improvements.

Precise information on deadline(s) for review procedures:

The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. Applicants who are unsuccessful shall be informed by the Council as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal has been made regarding the award of the Contract has not been successfully resolved, Chapter 6 of the Public Contracts Regulations 2015 (as amended) provides for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a Contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of the Contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the Contract is entered into.
