The Small Bids Fund is intended to strengthen small voluntary, community and faith organisations and informal groups in Cheshire East so that they are able to provide early intervention and prevention support and/or activities for local communities. Organisations are invited to submit proposals for a funding that adds value to or develops existing provision. Priority will be given to proposals which:
Enhance the quality of life of Cheshire East children, young people and families
Increase involvement in the community
Attract more participants/volunteers
Demonstrate the potential to be sustained in the future
Show innovation and creativity
Funding contributions from own funds and/or funding support from other bodies is in place or promised
Provide direct participation by members of the local community
Some general requirements and parameter criteria exist and will be applied to all submitted proposals. Proposals that meet requirements and fit within the parameters will be subject to an evaluation by a professional a panel of children, young people and family representatives. All submissions have to made via The Chest online facility. A proposal template will be available giving clear instructions about the content and details required in a submission.
Due to the limits set on the funding value no formal contract for successful proposals will be required. However, provision supported by funding will be monitored and performance managed. The details given in a proposal in terms of model of delivery, target groups, outputs and outcomes will provide the measures for performance management. Some guidance on outcomes based accountability performance management is given in the appendix.

In delivering the services or activity the organisation must not unlawfully discriminate, directly or indirectly on grounds of gender, race, colour, ethnic or national origin, disability, sexual orientation, religion, belief or age. 4
Funded organisations are required to keep financial records (receipts and invoices) of how the funding is spent and send in with a final report form once the project or activity is completed. Failure to complete this return will result in no future funding being made to your organisation.
Organisation should be based within Cheshire East or with delivery bases or with the capacity to deliver within the Borough (Co-location and the use of venues can be negotiated with the CEFS)
Funding will be for development delivery occurring during April 2012 – March 2013
Funding value ceiling of £5,000
Funding will be used where there is an evidenced demand or need that is not being met
Only one award per organisation per year – no future funding is guaranteed nor implied by a successful funding application for 2012-13
Payments to successful organisations will be made 6 monthly in advance unless there is a case made for whole payment
