Description of the contract

An early intervention foundation will have 2 key roles: i. providing advice and support to local commissioners on evidence, social finance and payment by results relating to early intervention to assist their own procurement and evaluation, and ii. building the evidence base on what works in early intervention in the UK. The contract for an early intervention foundation will be funded for 2 years after which it will be expected to become self-financing. • The Economic and Social Research Council will advise the Department on the assessment of the academic quality of bids. • Further details about the procurement, including FAQ and contact points for further questions are available on the supplying DfE website http://www.education.gov.uk/b00205344/current-contracts-advertised-by-the-department/early-intervention-foundation • These are part B services and the DfE will not be bound by the Public Contracts Regulations 2006 (as amended) except as such Regulations are applicable to part B services.

The specification is in two parts. Part 1 covers the selection criteria. These include information on the financial stability of the bidder’s organisation, previous experience of similar work, grounds for rejection, etc. Part 2 covers how bidders proposed to meet the specification and service costs. Bidders should complete both parts of the tender, and (optionally) indicate proposed changes to the draft contract.
