The main driver for the procurement is the requirement to implement the recommendations from the Carter Review of NHS pathology Services in England. The purpose of this procurement is to ensure there is consistent, accessible and affordable provision of high-quality, safe and compliant community pathology services to benefit patient outcomes and support the work of GPs and other users of community pathology services in the East area of the Midlands.

Description of these options: 60 months contract term with an option on the part of the contracting authorities to extend for a further 24 months.

Section III: Legal, economic, financial and technical information
Description of particular conditions: At the time the contract is performed, the services must be delivered in accordance with all the relevant standards and regulatory requirements of Clinical Pathology Accreditation (CPA), the Care Quality Commission (CQC), the Health Protection Agency (HPA), and the Medicines and Healthcare products Regulatory Agency (MHRA).
In accordance with Regulations 23 to 25 of the Public Contracts Regulations 2006 and as set out in the PQQ which is available from the address in Annex AII.
Section IV: Procedure
Objective criteria for choosing the limited number of candidates: Applicants wishing considered for inclusion in the Invitation to Tender process must first complete and return PQQ by the date stipulated therein. The PQQ will be used to determine the applicant’s eligibility, economic and financial standing and technical ability in accordance with the Public Contracts Regulations 2006 (SI 2006/5) (as amended). The information provided in the PQQ will be used as the basis for the selection of applicants to participate in the invited to tender. The criteria specified in the PQQ will be used to make the relevant selection.

Following receipt of an Expressions of Interest, further information including the Memorandum of Information and Pre-Qualification Questionnaire will be issued via bidder registration on the Authority’s e-procurement portal: Bravo.
For organisations who have formally expressed an interest with the Authority, a bidders event is scheduled on Tuesday 5.2.2013, 10:00 to 13:00, in Birmingham UK.
A maximum of three people from each organisation or consortia who have expressed an interest will be able to attend the event. Bidders, who have expressed an interest, must confirm the names of their representatives at the Bidder event by 12:00 noon on Monday 4.2.2013 by emailing Karen Childs at the msc.strategicprojects@nhs.net email address.
The deadline for receipt of PQQ response submissions is 12:00 noon on Friday 1.3.2013 and should be in accordance with the instructions set out in the PQQ documentation.
