Liverpool City Council on behalf of the Liverpool City Region wish to establish a selected Client Framework as a channel to accelerate the delivery of ECO/ Energy Efficiency funding opportunities within the city for a 2 year period but with the potential for a 2 year extension thereafter.
Liverpool City Council wishes to develop a robust delivery process that will minimise the cost to market for the ECO obligated parties and thereby maximise investment within the City and the City Region.
Throughout this document except where otherwise stated Liverpool City as a geographic area has been used as the baseline for figures, examples and descriptions and the framework will be contracted and managed by Liverpool City Council. The Framework will be open to wider Framework Stakeholders in the Liverpool City Region. Liverpool City Region Local Authorities and the Liverpool City Region Registered Providers working together within the Viridis partnership will have the facility to place Work Orders through this framework. The total household number across the city region is over 655 000.

Information and formalities necessary for evaluating if the requirements are met: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;

Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) a list of the principal deliveries effected or the main services provided in the past 3 years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given: – where the recipient was a contracting authority, in the form of certificates issues or countersigned by the competent authority, – where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator;
