Description of the contract

 

The Sustainable Energy Policy has a requirement for some additional capacity to deliver environmental policy analysis. The required level is equivalent to an Ofgem senior manager role. The exact scope of the work will need to be fairly flexible depending on how the needs of the team evolve over the remainder of the year. The requirement is focussed on providing economic support to the team and contributing environmental economic analysis to broader Ofgem projects. The scope of the projects could include:

– Detailed design of the Environmental Discretionary Reward under RIIO-T1

– Advice on the implications of proposals under Project TransmiT for renewable generators and longer-term work

– Develop thinking on delivering SO incentives, particularly on environmental incentives

– Contributing to further thinking around development of the transmission network, particularly following on from the Offshore Co-ordination Project

– Develop thinking for assessing the carbon benefits for applications under the low carbon network fund.

It is anticipated that the requirement will be filled by one person seconded to Ofgem on a full time basis starting at the beginning of April 2012. The work will include significant cross-divisional working and the skills required to meet the requirement include:

– Expertise in quantitative and qualitative policy analysis, particularly environmental economics, and an ability to develop and analyse complex concepts

– An awarness of environmental issues in the energy sector.

– Excellent written and oral communication skills

– Excellent cross-team working skills

– Ability to deliver key projects to timescales required

– Effective influencing skills and ability to think strategically
