Description of the contract
An internal high level options analysis of the options noted above will be developed by Offshore Enduring team (this analysis to be provided once the contract is awarded). The consultants will build upon and enhance this analysis, working with Ofgem to identify and work up the most appropriate option, taking into account any responses to our consultation. We will then require consultants to work up the preferred option to sufficient detail so that it could be translated into license drafting if necessary.
We anticipate that the work will require both technical input and economic analysis, which will require a range of skills. Bids from consortia are therefore welcome.
We require a robust analysis of the costs and benefits of the policy options in the form of regular memos or similar (i.e. high level staged reporting) to the Enduring team delivered to deadlines to be agreed with the consultant.
We may also require the consultants to consolidate the two section reports into a final report. The consultants should specify a separate firm price for producing an overarching report. The intention is that the report will be used to inform our subsequent policy development. It is likely that we will look to publish this report, and bidders should bear this in mind.
Following the delivery of the final draft of the second section report. Ofgem will confirm with the successful contractor whether the overarching report will be required
This work will need to build on the policy options that have been identified and be consistent with the wider policy framework being developed for the enduring regime.
