The objective of the project is for the Scottish Ministers to procure a macroeconomic modelling and forecasting software to expand analytical capacity and assist in the development of economic policy. The model should provide:
1. A detailed representation of the Scottish macro economy, its linkages with the rest of the UK, and with the rest of the world;
2. Forecasts for a comprehensive list of Scottish and UK macroeconomic variables under a range of different scenarios and macroeconomic frameworks, using a variety of different assumptions about the behaviour of economic agents (e.g. rational expectations, adaptive expectations etc) and using internationally recognised analytical methodologies;
3. Allow a range of scenarios and economic shocks to be simulated;
4. Enable analysis to be undertaken under a range of different macroeconomic frameworks;
5. Both a graphical user interface and access to the underlying code;
6. Offer flexibility to modify the underlying code, parameters, input data, variables or other aspects of the system;
7. Offer traceability so that the impact of an economic event can be traced through the model;
8. Incorporate new and more timely input data as it becomes available;
9. Maintain an audit trail from the raw data to the final output;
10. A comprehensive user manual for operating the model will be required to accompany the model.
The model must provide a detailed representation of the main agents of the Scottish and UK economies (e.g. households, government, business, labour markets, trade etc), the linkages between the 2, and their links with key trading partners, using well established and internationally recognised modelling methodologies. The model must separately incorporate Scotland’s onshore economy and offshore oil and gas production.
We would expect the model to be estimated based on historical data whilst maintaining a strong degree of theoretical coherence.
The model must also be transparent to allow the interactions and assumptions which underpin the calculations to be clearly analysed.
The model should be expandable, and allow additional variables, assumptions and data to be easily incorporated at a later date as required.
It is our intention to award a contract for a period of 4 years, the initial 12 month period will be allocated to develop and deliver the model, and provide training followed by a 3 year period to provide technical support etc.

Any Contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and several liability in respect of the obligations and liabilities of the contract. It will be for members of the consortium to organise between themselves their respective duties and liabilities. For administrative purposes, any associated documentation will be sent to the nominated lead organisation. NOTE: If a consortium is awarded this contract the members of the consortium will be required to form a single legal entity before entering into, or as a term of the contract.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.

Precise information on deadline(s) for lodging appeals: The Scottish Ministers will incorporate a minimum of a 10-calendar-day standstill period at the point that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the address in point I. 1) of the Contract Notice. If an appeal regarding the award of the Contract has not been successfully resolved, the Public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sherriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a Contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the Contract has been entered into the court may only award damages (the purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside an award decision before the Contract is entered into).
