Description of the contract
The requirement As part of its continuing programme to raise standards in the provision of vocational education, the Department for Education (DfE) is inviting applications from education advisers to review Level 1, 2 & 3 qualifications submitted to DfE by Awarding Organisations (AOs) for inclusion within School and College Performance Tables. Applicants should have a broad knowledge of vocational education and qualification development and approval. Education advisers will be required to review AO qualification evidence against the characteristics set out in DfE’s Technical Guidance for inclusion in the 2016 Key Stage 4 Performance Tables. They will also be required to review Level 3 qualifications against a similar set of characteristics which will be published in June 2013. These processes will ensure that qualifications included in performance tables demonstrate the required characteristics. The role Education advisers will: • Analyse AO submissions and advise DfE whether a vocational qualification demonstrates the required characteristics for inclusion in performance tables, in particular advising on the appropriateness and quality of content. Advisers must have experience of reviewing qualifications and be able to assess against the characteristics detailed in DfE’s Technical Guidance. • Provide DfE with a written report outlining clearly and concisely whether each qualification analysed demonstrates the characteristics or not and how they have evidenced that decision. Education advisers should: • Demonstrate strong knowledge of current education policy at Key Stages 4 and 5 as well as Government priorities for reforming vocational education for 14-19 year olds, and give evidence of how they have applied that knowledge. • Have strong and recent experience of completing technical reviews of qualifications, including analysis of structure, content and assessment methods. • Produce concise, accurate and timely reports, including evidence for the conclusions reached. We will be inviting bids from those successfully approved onto the National College Operational Associates Framework by 5pm 24 May 2013.
