Portsmouth City Council (the Council) is inviting expressions of interest for delivery of the following construction projects to be delivered on a design and build basis.
— Charter Academy Expansion, PO5 4HL — construction of a two storey teaching block — estimated value 4 250 000 GBP — contract award — 17.5.2019, onsite commencement — 22.7.2019, completion — August 2020,
— Admiral Lord Nelson School Expansion, PO3 5XT — construction of a single storey teaching block — estimated value 3 750 000 GBP ,— contract award — 5.7.2019, onsite commencement — 9.9.2019, completion — August 2020.
The schools will remain in use during the period of the works.
One Supplier Status Questionnaire (SSQ) stage will be used to cover both projects in order to devise a single shortlist of 4 contractors who will be invited to tender for each of the projects separately. The SSQ can be obtained via the Council’s InTend e-sourcing solution and must be completed and returned by 21.12.2018 at 12:00.

Portsmouth City Council (the Council) is inviting expressions of interest for delivery of the following construction projects to be delivered on a Design and Build basis.
— Charter Academy Expansion, PO5 4HL — estimated value 4 250 000 GBP — contract award — 17.5.2019, onsite commencement — 22.7.2019, completion — August 2020
— Admiral Lord Nelson School, PO3 5XT — estimated value 3 750 000 GBP — contract award — 5.7.2019, onsite commencement — 9.9.2019, completion — August 2020.
The existing schools will remain in use during the period of the works and it is therefore a requirement that contractors are able to demonstrate experience of working within an occupied school site environment on projects of similar value.
One Supplier Status Questionnaire (SSQ) stage will be used to cover both projects in order to devise a single shortlist of 4 contractors who will be invited to tender for each of the projects separately. The SSQ can be obtained via the Council’s InTend e-sourcing solution and must be completed and returned by 21.12.2018 at 12:00.
For both projects, the Council’s Design group will be responsible for progressing the design to RIBA Stage 3 including submission of full planning application, outline building services design and outline specifications. The successful contractor will then be responsible for the design post-planning. The contracts will be let using the JCT Design and Build Contract 2016.
Charter Academy expansion — the requirement is to enlarge the existing school to accommodate an additional 300 pupils. The proposed works include:
— construction of a new two storey teaching block to provide 6 No general teaching classrooms, 2 No art classrooms. 1 No food technology classroom, 1 No multi-functional practical space, additional dining space, additional assembly space circulation, storage and pupil toilets,
— alterations to the existing school building to provide science teaching accommodation and an extended commercial kitchen,
— associated landscaping and external works.

Admiral Lord Nelson School — The requirement is to enlarge the existing school to accommodate an additional 250 pupils. The proposed works include:
— construction of a new single storey teaching block to provide 10 No general teaching classrooms, a conference room, pupil toilet accommodation, and new secure entrance accommodation linking to the existing building,
— alterations and refurbishment to the existing school pupil toilet facilities, refurbishment of the existing lift and conversion of the existing art accommodation into science laboratories,
— associated landscaping and external works.

In the event of any future capacity and / or performance issues which cause 1 or more of the 4 shortlisted contractors to be removed, the Council reserves the right to invite contractors who submitted SSQs but did not make the original shortlist on a ranking basis to tender for the future projects identified within Section II.2.4) above.

The Council reserve the right to use the shortlist for further education project works of a similar scope and exceed the 8 000 000 GBP total listed value of this opportunity to meet future business needs up till the end of 2021.
In the event of any future capacity and/or performance issues which cause 1 or more of the 4 shortlisted contractors to be removed, the Council reserves the right to invite contractors who submitted SSQs but did not make the original shortlist on a ranking basis to tender for the future projects.
Interested suppliers should note that whilst the devised shortlist of 4 contractors will be invited to tender for Charter Academy and Admiral Lord Nelson School projects, the Council reserves the right to let further capital projects via alternative procurement routes at its sole discretion.
