The Borough Council of Bolton (‘the Authority’) is prepared to receive tenders to be included on the dynamic purchasing system for educational improvement strategic partnership – primary and secondary which will be subject to the information, specification and tender package enclosed. The dynamic purchasing system has been divided into the following 2 lots:
Lot 1: Primary
Lot 2: Secondary.
The Authority’s Education and Learning Division (ELD) will provide a commitment to support schools to have high standards of achievement and to be good or better as defined by Ofsted. They will also continue to invest in developing and maintaining effective partnerships; particularly through sharing innovative ideas and approaches to school improvement. The ELD through a team of qualified and experienced primary and secondary school Improvement Professionals (SIPs) or External Advisers (EA’s) aims to support and challenge Bolton schools to be responsible for their own improvement while encouraging them to build upon their developments in collaboration and partnership. The authority reserves the right not to award any dynamic purchasing system as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates. Interested parties must log on the Chest by way of expression of interest. The authority is using the e-business portal known as the Chest. Applicants will need to register their details at the following link: https://www.the-chest.org.uk.Once registered, applicants will be emailed a username and password which will allow applicants to gain access to the ITT. Applicants will need to electronically submit the completed questionnaire and accompanying documentation via the on-line portal by 16.00 on Wednesday 1 July 2020. The dynamic purchasing system period will be for 2 years with the option to extend for a further 2 x 12 month periods.
This is a contract notice. The standstill period of ten calendar days will be observed by the Authority and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland).
