The Welsh Government (WG) seeks to secure provision at a specialist college for any learner aged between 16 and 25 years, where it is satisfied that sufficient, adequate or reasonable facilities for education and training cannot be secured for the learner without securing such provision, which may include residential accommodation.
WG does not act in isolation in securing and providing appropriate facilities for young people with learning difficulties and/or disabilities, and there is considerable legislation which places duties and responsibilities on a range of statutory agencies. Where a placement is required for reasons other than purely education, joint funding is sought from the relevant partners. If there are social services reasons to the recommendation then care funding is provided by the local authority, usually from the Social Services Department.
In some cases there is a need for an assessment of a young person’s educational needs to be undertaken by an Educational Psychologist to identify individuals education and training needs and the learning provision and support required to meet those needs.
The assessment may require visits to the local college and/or speak to other relevant professionals/carers, including the young person’s social worker, Careers Wales adviser and the LDD co-ordinator at the local college (Coleg Gwent). We will, as far as possible, provide you with relevant information and contact details. Assesments need to be carried over a two – three week period.
