Trafford Council, on behalf of AGMA, is looking to establish a framework agreement for Elections and Registration Printing Services.
The lead authority for this procurement exercise is Trafford Council on behalf of the Association of Greater Manchester Authorities (AGMA).
AGMA is a partnership between 10 Local Authorities and other public sector bodies within the Greater Manchester Area.
In addition, AGMA has a number of associate members from Greater Manchester and the surrounding areas. The Local Authority letting the agreement (Trafford Council) will be establishing this agreement by or on behalf of those AGMA members, associate members and the associate bodies linked to these Authorities.
The current members of AGMA are:
Bolton Council, Bury Council, Manchester City Council, Oldham Metropolitan Borough Council, Rochdale Council, Salford City Council, Stockport Metropolitan Borough Council, Tameside Council, Trafford Council, Wigan Council.
The Associate Members of AGMA are:
Blackburn with Darwen Council, Blackpool Council, Cheshire East, Greater Manchester Fire and Rescue Service, Greater Manchester Police Authority, Greater Manchester Waste Disposal Authority, Manchester Airport, Transport for Greater Manchester (TfGM), Warrington Borough Council.
It is conceivable that AGMA membership and associate membership may change over the life of the Agreement, and hence either expand or contract the list of contracting bodies eligible to use this Agreement.
Should any changes occur, then the details of such changes will be made available to interested parties.
Trafford Borough Council on behalf of AGMA is seeking to engage a number of suppliers to provide Election and Registration Printing Service. To include:
Election Material,
Individual Electoral Registration Materials,
Miscellaneous Materials and Services,
Printing and Processing of Data.
Services shall be called off the framework agreement by placing orders with the organisations, either by direct award, or mini competition.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
If an appeal regarding the award of the agreement has not been successfully resolved the Public Contracts Regulations 2006 (SI 2005 no 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where an agreement has not been entered into the court may order setting aside of the award decision or order the authority to amend any document and may award damages. If the agreement has been entered into the court may award damages and/or shorten or oter the agreement ineffective.
