II.2.4)Description of the procurement:
Framework Agreement for the Provision of electrical and mechanical works to public buildings (minor electrical works and maintenance, PAT testing services, fire alarm maintenance services, gas servicing and maintenance of boilers.
The electrical contractor shall undertake all repairs and maintenance of the electrical installation at all Stafford Borough Council public buildings and sites. It may be necessary for the contractor to attend other sites not listed in 1.1 Site Addresses if instructed by the contract administrator acting on behalf of the Council. The contractor shall be a member of the NICEIC, ECA or similar and approved organisation. The contractor shall be conversant with all types of fire alarm installations. The contractor shall inspect, test and maintain all fire alarm systems within Stafford Borough Council public buildings. The service visits/tests shall be carried out on a quarterly basis. The contractor shall undertake 2 six-monthly tests and inspection of the emergency lights in the Stafford Borough Council public buildings contained in table in the Pricing Matrix.
The contractor shall carry out portable appliance testing as indicated by the electricity at Work Act 1989 as outlined in the Health and Safety Executive’s Guidance Note (INDG236).
Boilers and associated equipment at all sites shall be serviced during the month of September, For gas hot water generators, a second service visit shall be in March.

The Agreement term will be from 15.11.2019 to 14.11.2021, with an additional option to extend by 15.11.2021 to 14.11.2022 and 15.11.2022 to 14.11.2023.

Contractors must be registered with NICEIC, ECA or equivalent approved electrical contractor registration body (registration details required) and has registration in the name of the company bidding for this contract.
Access to a named approved NICEIC ECA or equivalent approved qualifying supervisor qualified to City and Guilds 17th Edition (BS7671:2008) and all amendments.
It is a requirement of this agreement that contractors are to provide full evidence of registration to work on industrial and commercial installations. All work is to be carried out by operatives holding the relevant gas safe registration. All operatives will hold current competency certificates in respect of:
1) Gas Safety – Commercial;
2) Gas Boilers – Commercial.
