Origin Housing Ltd requires a company to provide electrical testing services comprising:
Electrical Inspection Condition Report (EICR) & Remedial Works on domestic and commercial properties.
Portable Appliance Testing (PAT).
Lightning Protection Testing and Remedial Works.
Emergency Lighting Testing and Remedial Works.
Rewiring.
The contract shall cover the following:
a. the Inspection and testing of fixed wired electrical installations, portable appliances, emergency lights and lightning protection system, to maintain electrical safety, ensure they are inspected at appropriate frequencies and that regular planned maintenance is undertaken in order to minimise the risk to the property and the tenants within;
b. carrying out remedial works or rewiring.
The contractor shall be solely responsible for the inspections, testing and supply of required parts etc. The employer shall not be liable to interact with any of the subcontractors of the contractor.
The contract will be awarded in two lots, one covering North West London and the second covering Hertfordshire and the South East Home Counties. You can apply for either or both options.

This contract will cover the electrical testing in the shared areas of these properties. The contract is for 3 years with the option to extend for a further 1+1 years.
The actual value of the contract will depend on how many tests are carried out each year within this geographical area.

Information and formalities necessary for evaluating if the requirements are met: All applicants submitting a compliant PQQ will be subject to a Dun & Bradstreet financial check. You have the chance to appeal the initial decision. You will be notified in writing and given 10 days from the report being run to improve your rating and request a second report. If your rating improves you will be allowed to continue with the tender process, if not you will remain excluded.

Objective criteria for choosing the limited number of candidates: The PQQ evaluation process is in three parts: Compliance, Financial & Ability to Provide Service. All submitted PQQs will be checked to make sure they comply with the law and the instructions within the PQQ. The second part refers to section III.2.2. The final section is checking they can provide the services required by scoring their submission.
All excluded parties will be notified in writing. Once this process is completed all remaining applicants will be invited to tender.

Precise information on deadline(s) for lodging appeals: Origin Housing Ltd will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
