Description of the contract

The Authority has a requirement for supply of a sinker-type electrical discharge machine (EDM) for high-precision machining; including the delivery, installation, initial local training of staff and maintenance & support of this item. The core essential requirement is for a sinker EDM that delivers against the following criteria: 1 C-Axis (rotation of the electrode) • Requirement to cut accurate threaded holes • Ability to carry out multi-cavity work • Requirement to allow cutting of star or cross shaped holes through specimens using a bar electrode • Resolution of 0.001° or better 2 Automatic toolchanger • At least 4x electrode positions 3 Machining bed requirements • Electrode travel of at least 300 x 200 x 200 mm • Max work piece dimensions of at least 500 x 300 x 200 mm • Measurement resolution 1µm or better • Maximum work piece mass ? 200kg 4 Machining requirements • Best achievable surface roughness 0.2 µm or better • Electrode mass of at least 20kg 5 User/networking interface • Windows XP or better • USB/LAN connections • Internal HDD ? 20GB • Compatibility with Autodesk/Autocad/NX or similar 6 Physical dimensions • Total footprint not to exceed 2000 mm x 3000 mm • Maximum height 3000 mm • Access constraint for delivery: 1600 mm x 2000 mm doorway 7 Delivery, installation, commissioning and on-site training • Delivery to the Nuclear Department (ND) at HMS Sultan • Installation, including initial preparation of the ND workshop • On-site training at HMS Sultan for 3 members of staff (minimum 1 day), allowing full and safe use of the equipment • Tenderers will be invited to a visit day to inform their bids regarding infrastructure requirements 8 Support and maintenance • 5-year comprehensive through-life support (first year covered by manufacturer’s warranty where applicable) including labour, travel and replacement parts • Annual site maintenance visit Desirable requirements for the sinker EDM are as follows: 1 User interface • TFT/LCD-flat screen • Intuitive onboard programming interface The MOD intends to progressively migrate its transactional purchasing activity to electronic purchasing using the Purchase to Payment (P2P) system operating over the Defence Electronic Commerce Service (DECS). All tenderers must state in their expression of interest response(s) that they are able or willing to trade via P2P. This will be regarded as a compliance issue when tender responses are evaluated.
