2.2

Description of the goods or services required

Clackmannanshire Council wish to appoint an experienced Electrical Contractor to carry out an electrical rewiring programme encompassing approximately 600 council houses throughout Clackmannanshire over a four year period, at an estimated 150 properties per year. Assumption can be made that the properties involved will be occupied for the programme duration. Basic standards and design of the installation will be specified by the Council. The work comprises of a full rewire of all existing lighting, power and where appropriate heating circuits within a property. This work should be completed in accordance with BS7671 : 2011 “Requirements for Electrical Installations”, (The IEE Wiring Regulations ) inclusive on any current amendments.

The full extent of the works can be summarised as follows:-

Full survey of each property, identifying to tenants areas to be cleared

Contractor will be responsible for the total design, provision of drawings and the final installations full in consultation with the Council.

Prompt provision of all certificates on the completion of each installation.

This part of the selection process is to pre-qualify organisations to go forward to a tendering process.

5 Other Information

Additional Information

The works will be carried out on in four phases over each financial year of the contract.

A Council Officer will act as Project Manager and manage the overall Project

A CDM Co-ordinator will be appointed

The Contractors employer will be Clackmannanshire Council

Prospective tenderers should indicate in their submission that they are willing in principle to tender under the above situation.

Form of Contract

It is envisaged that the successful contractor will be appointed under the terms of the Scottish Building Contracts Committee’s Standard Form of Measured Term Contract for use in Scotland MTC/Scot (2011 Edition) although the exact terms of appointment will be provided to those invited to tender for this Project.

The Council is under no obligation to accept the lowest or any tender and candidates shall not be entitled to recover any expenses from the Council in respect of questionnaires or tenders submitted.
