Midland Heart is procuring a single supplier to deliver its Electrical servicing, resultant repairs, and upgrade work (including storage heater upgrades) for its domestic installs. There are currently circa. 40 000 installations across Midland Heart’s stock.
Midland Heart is seeking two separate contractors to deliver 2 Lots.
Lot 1 covers: Periodic Testing and resulting Category 1 and Category 2 issues, PAT testing, High Voltage (including 11 kv High Voltage Transformers, Power Factor Correction Units, Switch Gear, Generators) & Earth Electrode testing and New landlord Supplies. The value of this Lot is approximately GBP 1 250 000 per annum.
Lot 2 covers: Storage Heating Installation and Category 3 issues identified by works carried out in Lot 1. The value of this Lot is approximately GBP 1 100 000 per annum.
This Contract is due to commence on the 1.6.2015. The contract will be for 5 years with an option to extend annually for a further 5 years, subject to satisfactory performance.
The requirement is being procured through an OJEU restricted tender procedure consisting of a Pre Qualification Questionnaire (PQQ), Invitation to Tender Stage (ITT) and Interviews (if deemed necessary for clarification only).
Midland Heart will be seeking quotes at the ITT stage for each Lot, successful PQQ tenderers will be able to quote for both lots but will only be able to be appointed for one lot. Midland Heart will choose the service which offers it best value based upon evaluation of price and quality.
Applicants are advised TUPE will apply to this contract.
Insurance requirements and financial standing
Insurance and financial standing is pass/fail criteria. The Supplier (as a stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 3 times the Contract value per annum. Suppliers are required to submit their most recent 2 years audited accounts; Midland Heart will also use Experian to download credit reports for all participating suppliers. The Experian report will be used to score the financial standing as part of the PQQ. It is a requirement that Midland Heart is satisfied you do not pose a risk for us to enter into a contract with; therefore Net Current Liabilities will also be assessed.
Suppliers who do not meet this minimum turnover requirement are requested not to apply.
Suppliers will be required to hold the following levels of Insurance:
