Justification for a framework agreement, the duration of which exceeds four years: This is a voluntary contract notice and the expected expenditure over 5 years is below the threshold for a works contract. As such the requirements of the EU Directive 2004/18/EC and UKSI 2006/5 do not apply to framework durations. The five year duration has been chosen to match the forthcoming investment programme required by Wulvern Housing.

II.1.5)Short description of the contract or purchase(s)

Please note:
This procurement process is below the relevant threshold for works and therefore not subject to the requirements of the EU Procurement Directive 2004/18/EC and the UK Statutory Instrument 2006/5. A contract notice has been issued on a voluntary basis, to ensure ample competition is achieved, this does not commit or require Wulvern Housing to adhere to the articles of 2004/18/EC or UKSI 2006/5.
Wulvern Housing is seeking bids from contractors to participate in an electrical rewires, testing and remedial works framework. All works are to provide a ten year life as a minimum and works will include:
a) Periodic electrical testing of existing installations;
b) Remedial works following testing;
c) Partial and full rewiring of properties including lighting.
It is estimated that the approximate value of work over the framework period (5 years) will be £900,000 however, no guarantee can be given as to the actual amount of work that will be ordered and no variation to the tendered rates or percentage adjustments will be made should the value be greater or lesser than the estimated value. The works ordered will be distributed amongst successful Contractors at Wulvern’s discretion.

Total framework duration is to be no more than 5 years, with a total expenditure estimated to be in the region of 750,000 GBP – 1,250,000 GBP. No guarantees are given, nor are implied as to the actual value of orders that will be placed with successful bidders participating in the resulting framework agreement. Wulvern Housing are also not bound to exclusively use any framework agreement that is created as a result of this procurement process.
