Portsmouth City Council (‘the Council’) is seeking to procure the services of an experienced and suitably qualified Contractor to undertake electrical planned electrical reactive response works required across its property portfolio on a term contract basis.
The Council is targeting to have awarded the contract by 23.1.2015 with a subsequent commencement date of 1.4.2015. The estimated value of the contract ranges from 200 000 GBP — 300 000 GBP per annum dependent upon level of repair and installation work requirements.
The initial Contract period will be for 2 years with possibility of extending the term by a further 3 years to a maximum total term of 5 years in increments to be agreed, subject to the agreement and performance of both parties.
The deadline for submission of requests for clarification is 13.10.2014 23:59 with the deadline for submission of completed pre-qualification questionnaires following on 20.10.2014 14:00. The Council’s target date for issue of tender documentation to the short-listed organisations is 7.11.2014. The Council’s envisaged tender return deadline is 19.12.2014 14:00.

The scope of works covered under the contract comprises of, but is not limited to, the following 3 major elements:
1) Periodic Servicing and monitoring of electrical equipment including for:
— Fire Alarm Systems.
— Emergency Luminaire Maintenance.
— Emergency Generator Servicing.
— Electrical Automatic Doors Servicing.
— Lightning Conductor and Earth.
— Nurse Call Systems Maintenance.
— Sewage Plant Maintenance.
2) Provision of round the clock (including for public holidays) reactive response.
3) Repair and installation work up to an individual works requirement value of approximately 100 000 GBP.
The contract will be used to cover requirements for approximately 100 properties which range from:
— Schools,
— Museums,
— Historic Buildings,
— Civic Buildings,
— Care Homes,
— Leisure Centres and Associated Buildings.
The Council has separate contractual arrangements in place to cover social housing requirements, however the Council reserves the right to use this contract to provide social housing works if required.
The successful Contractor must be able to attend weekly meetings with the Council’s contract manager to discuss every day issues, monthly meetings to discuss contractual issues and provide weekly management information reports.
