Electronic Patient Records (EPR) – Taunton and Somerset NHS Foundation Trust (TSFT) and the Royal Devon and Exeter NHS Foundation Trust (RDEFT) “The Trusts” are seeking to procure an Electronic Patient Record (EPR) solution utilising the Competitive Dialogue Procedure.
The Executive teams of Taunton and Somerset NHS Foundation Trust and Royal Devon and Exeter NHS Foundation Trust are exploring whether closer partnership working has the potential to improve the quality, sustainability and viability of clinical services for the population of Devon and Somerset. IT is widely recognised as an enabler in this process and a shared EPR solution is a major strategic consideration.
The solution will comprise of a number of EPR components to be defined in the Tender. It is anticipated to include a core scalable solution, including:
— Patient Administration System (PAS), including:
— Outpatients, Inpatients, Choose and Book, Referral to Treatment, Clinical Coding, Scheduling, Clinical Correspondence, Discharge Planning (on admission) and Discharge Summaries, Real-time Bed Management and Case Note Tracking;
— Accident and Emergency System;
— Theatre Management System with Anaesthetic Record Keeping;
— Order Communications and Results Reporting System;
— Medicines Management (including ePrescribing) System;
— Maternity Information System;
— Clinical Noting and Assessments System;
— Nursing/AHP Care Planning, Noting and Records Management System;
— Alerts and Decision Support (Administrative & Clinical).

The contract should offer the ability for the Trusts to procure additional modules such as specialist departmental systems which will be required to interface to the core solution. These specialist departmental systems will be detailed in the Memorandum of Information (MOI) and Pre-Qualification Questionnaire (PQQ) that will be issued following closure of Expressions of Interest. We expect the core solution to keep track with clinical and technology trends within the NHS over the term of the contract.
The Trusts also require the provision of associated implementation services including but not limited to data migration, project management, technical implementation, interfacing and integration, training, documentation, support and maintenance.
Anticipated value range of GBP 15 m to GBP 20 m based on a 10 year contract term.

In accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations 23 to 25 of the Public Contracts Regulations 2006 (as amended) and as set out in the PQQ (to be issued after the Contract Notice closing date to all bidders expressing an interest).available through the electronic portal described below. Bidder will be required to declare whether any of the mandatory and discretionary exclusion circumstances set out in Regulation 23 applies to them or their consortium members.
