Please note that this Prior Information Notice is for the ESMCP Supplier Conference Day ONLY.
The Emergency Services Mobile Communications Programme (ESMCP) is a cross-government, multi-agency programme led by the Home Office. It will deliver a new service contract for critical mobile communications to all three emergency services (3ES) and other users throughout Great Britain using the latest proven technologies providing the delivery of public safety features and on-demand data services. This will be called the Emergency Services Network (ESN).
The Emergency Services Network will provide the emergency services and others with critical voice and broadband data capacity which could replace those delivered under current contract(s), this includes, but is not necessarily limited to, the contracts currently provided by Airwave Solutions Limited. A number of these service contracts operate across the 3ES. The expiration of the service contracts begins from 2016 through to 2020.
The procurement of the ESN is planned to begin at the start of 2014 with new service contracts expected to be awarded during the summer 2015 to facilitate service delivery as the existing service contracts expire. It is envisaged the ESN will also provide the 3ES with a choice when considering the purchase of existing commercially available mobile telephony services.
ESMCP plans to host a market engagement event to further develop its understanding of the market in readiness for its planned future procurement. The Supplier Conference Day is a significant opportunity for organisations to understand more about the programme and its requirements as well as to provide input through interactive group sessions.
Organisations will be able to discuss and share their experiences of similar procurements, to provide feedback on ESMCPs planned approach, and to propose alternative ways of carrying out the planned procurement that may allow for an optimal result.
During the event ESMCP stakeholders will talk about the components they expect to be part of the solution and how they can best work with suppliers to achieve the desired outcome.
The Supplier Conference Day will comprise of an overview and interactive sessions, and will take place on 23rd July 2013 at The Grand Connaught Rooms. Detailed agenda and timings will be provided nearer the day.
The Supplier Conference Day aims to:
(1) Provide the context for ESMCP and its activities;
(2) Brief industry on the programme aims and the likely delivery challenges;
(3) Elicit feedback on current thinking in relation to the Business Requirements, the proposed Sourcing Options and Commercial Operating Model;
(4) Request information from industry on the practicality of the delivery approaches and to build confidence in industry capability to deliver against the Business Requirements.
Prior to the Supplier Conference Day, ESMCP aims to provide a briefing pack to industry on ESMCP, its intent, direction, scope, risks challenges, timeframes and deliverables. The briefing pack will be released via the Government Procurement Service’s e-Sourcing Suite to those suppliers who have expressed an interest in ESMCP. Suppliers unable to attend the Supplier Conference Day and/or not able to comment during the Supplier Conference Day will be invited to directly comment on the briefing pack – please see details within the pack to see how this can be progressed. ESMCP aims to establish an ongoing development process of the pack with industry.
This Prior Information Notice relates to the commencement of a market engagement exercise and invites the market to (1) Register to attend a Supplier Conference Day on 23rd July 2013 and (2) Register for the Briefing Pack – see additional information below for booking and logistical details.

The registration process and sharing of information for the ESMCP Supplier Conference Day will be managed electronically via the Government Procurement Service’s e-Sourcing Suite. To participate in this event, organisations must therefore first be registered on the e-Sourcing Suite.
Organisations interested in attending will be asked during the eSourcing Suite response process to nominate no more than three representatives to join the ESMCP Supplier Conference Day. The nominated individuals should represent their business at an executive level and ideally be able to cover both the commercial and technical arenas. One of the three individuals should be nominated as the primary contact for the ESMCP and registered on the eSourcing Suite. This person’s email address will receive all system generated notifications regarding the ESMCP.
If the primary contact and/or organisation is not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering and who will be entering into a contract if invited to do so. Once the primary contact has been registered on the eSourcing Suite, the primary contact should then express an interest for this event by emailing ESMCPSupplier@homeoffice.gsi.gov.uk with Supplier Conference Day: Request Attendance in the subject header no later than 1600Hrs on Tuesday, 16th July 2013. Please include names and full contact details of the intended attendees in the email. Once added to the event, the primary contact will receive a system generated email notification asking you to log in to the ESMCP Supplier Conference Day event on the eSourcing Suite to access the conference details and complete and submit a short registration questionnaire. The information within the briefing pack will likely carry a “Protect” protective marking; therefore Suppliers will be requested to accept a unilateral non-disclosure agreement as part of this process.

Organisations who wish to declare an interest in the programme but who are unable to attend the ESMCP Supplier Conference Day are requested to email ESMCPSupplier@homeoffice.gsi.gov.uk with ‘Interested Party Only’ in the subject header no later than 1600Hrs on Tuesday, 16th July 2013. You will need to register on the eSourcing Suite if not already registered – this will provide access to all information and documentation provided prior and after the ESMCP Supplier Conference Day.

The Supplier Conference Day is limited to 280 Supplier attendees. If the number of applications exceeds this limit, ESMCP intends to hold a similar conference at a later date.
