The Police and Crime Commissioner for Surrey is looking to appoint a Contractor for the provision of Emergency Temporary Securing of Premises (including Boarding Up and Locksmith Services) to supply the required services within the counties of Surrey and Sussex (East Sussex and West Sussex).

The Police and Crime Commissioner for Surrey is looking to appoint a Contractor for the provision of Emergency Temporary Securing of Premises (including Boarding Up and Locksmith Services) to supply the required services within the counties of Surrey and Sussex (East Sussex and West Sussex) to the following agencies (“Collaborative Participants”) who may wish to request the provision of services under this Framework at their discretion:

    • Surrey Police
    • Sussex Police
    • South East Coast Ambulance Service (SECAmb)
    • Surrey Fire & Rescue Service (SFRS)
    • East Sussex Fire & Rescue Service (ESFRS)
    • West Sussex Fire & Rescue Service (WSFRS)

The Framework will be awarded to a single supplier to respond to calls from the Collaborative Participants 24 hours a day, 365 days a year (366 days for a leap year) to attend insecure premises (including some sites owned by the Collaborative Participants), which need temporarily securing. The majority of securing will be completed by means of ‘boarding up’. The successful supplier will also be required to provide other methods of securing of premises including the replacement of lock barrels.
Owing to the nature of the work required, the successful supplier will need to meet a maximum response time of 60 minutes to arrive at any location within the counties of Surrey and Sussex (East Sussex and West Sussex). In order to achieve this, the successful supplier may wish to subcontract work out to other providers, which is acceptable but must be agreed in advance and tightly managed.  All employees and sub-contractors attending an insecure site will need to be vetted by Surrey Police and/or the Collaborative Participants as required.
The Framework Term shall be for 2 years with the option to extend the Framework by 2 additional 12 month increments, making the maximum possible Framework Term 4 years. The option to extend the Framework shall be at the sole discretion of the Police and Crime Commissioner for Surrey, the Police and Crime Commissioner for Sussex and the other Collaborative Participants.
The Police and Crime Commissioner for Surrey is tendering this Framework through the Bluelight Pro-Contract portal via a Restricted Process. The Pre-Qualification Questionnaire has been published alongside this Advert. Prospective tenderers are required to register their interest by going to www.bluelight.gov.uk and visiting the supplier area. Potential tenderers should then respond to the Pre-Qualification Questionnaire (using the above portal) by no later than 30th April 2014.  Hard copy or emailed applications will not be accepted. Following this date the Police and Crime Commissioner for Surrey will evaluate the responses to identify the short-listed suppliers to be invited to tender.
