Description of the contract

County Durham Procurement Consortium (CDPC), located in the North East of England have a requirement for the provision of an Employee Assistance Programme Service to employees of County Durham & Darlington NHS Foundation Trust and Durham Constabulary. The tender is advertised in two lots as below; Lot 1 – County Durham & Darlington NHS Foundation Trust County Durham & Darlington NHS Foundation Trust invites tenders for the provision of an Employee Assistance Programme Service (EAP) to 8000 employees delivering health care and health care support services. Provision of a confidential and professional, face to face counselling service which includes access to Cognitive Behavioural Therapy. An additional requirement to fast track appointments for employees referred by CDDFT occupational health/ management. Consideration will be given to organisations with experience in counselling and supporting health care employees undertaking their roles within a hospital and community setting. The aim for the provision of the service is to help employees cope with challenges or to make positive changes in their life where necessary and to maintain their personal health and wellbeing whilst at work. Organisations must be able to prove that the counsellors hold a nationally recognised qualification in counselling i.e. a minimum of Level 5 diploma in Therapeutic Counselling or above and are registered or working towards registration with a recognised professional body such as BACP (British Association for Counselling & Psychotherapy), BABCP (British Association for Behavioural and Cognitive Psychotherapies), BPS (British Psychological Society), UKCP (United Kingdom for Counselling Psychotherapy) or the CPC (Association of Counsellors & Psychotherapists in Primary Care). The contract will run for a period of 24 months with an option to extend for a further 12 months. Lot 2 – County Durham & Darlington NHS Foundation Trust (acting on behalf of Durham Constabulary) County Durham & Darlington NHS Foundation Trust (acting on behalf of Durham Constabulary) invites tenders for the provision of an Employee Assistance Programme Service (EAP). These services will be provided to a total of 2484 staff (as at May 2012) consisting of 1387 Police Officers, 982 Police Staff and 115 Special Constables. Provision of a 24/7 telephone helpline staffed by qualified counsellors to provide confidential support and counselling service on a range of work and personal issues (including the sign posting of individuals to appropriate sections of Durham Constabulary or external agencies). Provision of a fast track confidential and professional face to face counselling service for Police Officers, Police Staff and Members of Special Constabulary who are referred for treatment via Health Management Unit. At the end of the treatment a case closure report would be required. All counsellors must be British Association of Counselling and Psychotherapy (BACP) accredited or equivalent. They should adhere to clinical protocols in providing Employee Assistance Programme Services including the professional code of ethics set by the British Association of Counselling and Psychotherapy (BACP) and the Employee Assistance Professionals Association (Employee Assistance Programme). The contract will run from 1st April 2013 for 18 months with the option to extend for a further 12 months. • Please note that CDPC has the right to award one lot, both lots or neither lots and that a split award between the parties involved is possible.
