The LB Newham Elected Members are no longer eligible to join the Local Government Pension Scheme (LGPS) following a change in LGPS regulations. The Council is therefore seeking an alternative Employer Pension Scheme provision that provides at least similar benefits to the Local Government Pension Scheme.
The LB Newham is seeking offers from suitably experienced and qualified organisations to provide an off the shelf employer pension scheme solution that is recognised by the Government Actuary’s Department (GAD) as mirroring the standard benefits in the Local Government Pension Scheme (England and Wales).
The Plan will be a separate scheme with it’s own contribution rate based on it’s own membership data.
The following services are to be included as part of the provision:
— Administration of scheme benefits.
— Preparation of Annual Reports and Accounts.
— Ongoing maintenance of GAD Passports.
— Funding and investment strategy based on strength of employer covenant.
— Provision of a help line/contact person in case of member or employer queries.
— Provision of a web site for members with useful information and retirement calculator included (desirable).
— Provision of Legal interpretation of Plan rules.
— Provision of quarterly fund updates (40 days after quarter end date).
— Regular communications with employers and plan members.
— Actuarial valuations for funding purposes.
— Annual Summary Benefits Statements for plan members.
— Provision for possible bulk transfers to the new section from the existing LGPS scheme.
— Assessment of existing employer contribution rates.
— Provision of additional voluntary contribution scheme (AVC) should members chose to use it.
— Provision of information for employer to prepare and monitor budgets and close down it’s accounts at year end in accordance with it’s timetable.
— Members and employers can make back contributions to 22.5.2014 and pensionable service to be backdated to this date.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
