Welwyn Hatfield Borough Council (hereinafter referred to as the Council) has signed up to the governments Right to Buy One-for-One Replacement programme. Receipts from sales of council owned homes will be recycled towards the cost of replacement affordable housing.
The Council has undergone a feasibility study to select some rarely used council owned garage sites which have been identified as suitable for affordable housing. It is anticipated that the new homes will be constructed directly for the Council and managed by Welwyn Hatfield Community Housing Trust.
The new homes that the Council intends to build will be of very high quality. This will help the Council ensure that:
— They last well, providing many years service for tenants,
— They are pleasant places to live,
— They reflect local design and characteristics,
— We maintain high levels of customer satisfaction,
— Future maintenance and repairs cost are manageable.
The type of home we will be providing will be determined by the local housing need.
The Council is seeking to appoint suitably qualified and experienced construction consultants to oversee this work programme. The following services are required:
— Employers Agent,
— Clerk of Works.
Some key aspects of the services required will be:
— Utilising your experience of delivering an excellent service to the affordable housing sector,
— Understanding and meeting the needs of the Council,
— Availability of high calibre staff with excellent communication and collaborative skills at management and service delivery level,
— Assisting with the development of the employer’s requirements and tender documents,
— Management of all consultants used to provide specialist advice and guidance,
— Management of the main Contractor against programme and report progress.
This opportunity is open to individuals as well as companies. It is expected that one individual will work on behalf of the Council as an Employer’s Agent and one individual will work on behalf of the Council as a Clerk of Works.
The successful bidder must be able to demonstrate experience of managing affordable housing projects locally.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Welwyn Hatfield Council has moved to a new way of e-Tendering and worked closely with its Districts and Partners to create a joint procurement website called Supply Hertfordshire. This website is supported by BiP Solutions who provide a system called Delta-ets which is the background platform to Supply Hertfordshire.
The Pre-Qualification Process:
This tender is a two stage process and you will only be invited to tender if you have successfully passed through the Pre-Qualification Questionnaire (PQQ) stage.
