II.1.4)Short description:

This procurement is being led by Health Education, East of England Team. The East of England Team is responsible for the delivery of education and training for postgraduate foundation and specialty trainees in the East of England. The objective of this procurement is to ensure a single provider is identified to provide comprehensive employment and human resource services to all The East of England Team GP, Public Health specialty trainees and Primary Care Educators as specified in the ITB Guidance Document and within Appendix ‘A’ of the proposed Service Level Agreement. This includes transactional activities (pre-employment, payroll, record maintenance and reporting) and general advice, guidance and HR management. Contract values at this stage are unknown, until the number of trainees per year are known, therefore please see procurement documents for last years trainee numbers. The 2015 contract value was approximately GBP 360 000 in monies received for trainees.

II.2.4)Description of the procurement:

The East of England currently has a lead employer model for all GPSTs, and for all PH Trainees. Both arrangements have been highly successful in supporting trainees, and establishing effective and efficient employment practices across the East of England. The lead employer arrangements have been in place since 2013 and therefore it is appropriate that a new tender process is undergone in order to establish a lead employer for the next 5 years. The East of England Team wishes to appoint one Lead Employer for the East of England Team area and covering its entire geographic footprint. As Lead Employer, you will become responsible for providing a full range of employer and human resource services and support, regardless of where a trainee is actually based or rotates to during their training programme or length of service for the PC Educator.

IV.1.11)Main features of the award procedure:

The Assessment process uses a combination of ‘Pass/Fail’ and numerical scoring based on a sliding scale (0-5). Pass/Fail is used to confirm compliance with mandatory obligations and the numerical scoring system is used to evaluate how the Bidder’s offering meets the Contract Management, Quality Management, GPST engagement, Mobilisation Planning and Value for Money expectations of the Commissioner. Bidders who receive a score of ‘Fail’ or ‘0’ in any of the assessed areas will automatically fail.
